Why not encode the PDF itself into the QR?
Version and density. More payload means more modules means a denser pattern at a given print size. A short hosted URL stays scannable at 2 cm. A PDF does not.

Can a carton keep working after the spec sheet changes?

Files that open on desktop and stall on LTE
LTE stall on heavy files is the field failure. Test on cellular. Flatten extra fonts. Split annexes.
Print failures: curve distortion on shrink, quiet zone in a photo of the pack, /qr-preview screenshot, logo larger than error correction H can restore, two codes in one camera frame on a shelf.
Do not reprint a photograph of last year's carton as this year's plate.
Flexo on curves: modules that were square on the die become rectangles on the bottle. Test-scan the formed pack. If it fails on the bottle and works on the flat, the plate is not the fix; the geometry is. Enlarge, raise error correction to H, and keep the quiet zone off the shrink seam.
Do not flatten a photograph of last year's carton into this year's artwork. Each generation adds blur. Send vector or a 300 dpi file at the final millimetre size.
A spec sheet that includes a second QR in the PDF can confuse a camera if the guest photographs the phone. That is a document design issue. Keep in-file QR marks small or omit them when the pack already carries the landing-page symbol.
Warehouse LTE is slower than the designer's cafe Wi-Fi. If the file stalls, compress. If it still stalls, split. The QR will not magically CDN a 90 MB drawing.
Paused codes look like a 404 to the guest. Check pause versus archive before you blame the carton printer.
Carton curves, shrink seams, and the false-good flat proof
Scan the formed pack. If the flat proof works and the bottle fails, enlarge, raise error correction H, and keep the quiet zone off the seam. Do not trace a PNG for a cutter.

A Canva one-off or other free static generator is the right tool when you already have a public PDF that will never move and you do not need counts. A one-run workshop handout should not live on $97.
