How to make a pdf QR code: pick the PDF type, upload the document, and print a hosted landing page at least 2 cm across. Scanners open a page that shows the file. You can replace it later. A Canva one-off static URL is enough when that file will never move.

How to make a pdf QR code that serves a replaceable file

PDF is a landing page (F31), not a redirect and not Wi-Fi. Landing page not modules: the symbol does not contain the PDF bytes. It contains a SmartQRCode URL. The scan opens a page that presents the file. Replaceable spec sheet is the job: manuals, clinic forms, price lists that will change.

How large can the PDF be for a phone on weak Wi-Fi?

Can you replace the file after the poster is up?
